Successful First Stage of the Tendering Work


On October 28, 2002 the sale of "2008 Beijing Olympic Sports Venues and Related Facilities Ownership Tender Project Pre-qualification and Call for Expression of Interest Documents" started. It included 7 projects which are located in the Olympic Green: National Stadium, National Swimming Center, Convention Center, National Indoor Stadium and Olympic Village, Haidian District Beijing Wukesong Culture and Sports Center, Shunyi District Olympic Aquatic Park and Beijing Country Equestrian Park. According to the schedule of the tendering work, the deadline for the sale of the "2008 Beijing Olympic Sports Venues and Related Facilities Ownership Tender Project Pre-qualification and Call for Expression of Interest Documents" was November 30, 2002. As of now, the sale of the documents has ended.

The sale of "2008 Beijing Olympic Sports Venues and Related Facilities Ownership Tender Project Pre-qualification and Call for Expression of Interest Documents" has received a lot of attention from the public. Within five weeks sale of the documents, numerous inquiries from various enterprises and organizations were entertained. Based on the records, during the sale of "2008 Beijing Olympic Sports Venues and Related Facilities Ownership Tender Pre-qualification and Call for Expression of Interest Documents", there were 81 domestic and foreign enterprises (part of which are consortium companies thus, the total would exceed 81 firms) who bought 187 copies of the documents. There were 39 domestic firms, 8 firms from Hong Kong SAR, 1 firm from Macao SAR, 3 firms from Taiwan which total to 51 firms making up 63% of the total number of firms who joined. There were 30 foreign firms who joined that come from 12 various countries like United States, Canada, Japan, France, Italy, England, Germany, Spain, Netherlands, Greece, Australia and Singapore. It comprises 37% of the total number of firms. There were 9 firms who bought the complete set of the documents for the 7 projects. Among the 187 copies sold of the Pre-qualification and Call for Expression of Interest Documents, 44 copies for the National Indoor Stadium and Olympic Village, 39 copies for the National Stadium, 24 copies for Wukesong Culture and Sports Center, 24 copies for the Convention Center, 19 copies for the National Swimming Center, 20 copies for the Olympic Aquatic Park and 17 copies for Beijing Country Equestrian Park.

The sale of "2008 Beijing Olympic Sports Venues and Related Facilities Ownership Tender Project Pre-qualification and Call for Expression of Interest Documents" has received wide acceptance from all circles of society especially from the press. Among the 81 firms who bought the documents, there were 42 firms outside China (Hong Kong, Macao and Taiwan), which comprise more than half of the total number. Some of these firms belong to Fortune 500 companies. This express the wide acceptance of the Pre-qualification and Call for Expression of Interest Documents in the international scene. As a result of which, this went beyond our expectations which expresses the firm interest of both foreign and domestic firms for the 2008 Olympic Games and gives confidence for the successful hosting of the 2008 Olympics. This marks the successful completion of the first stage of the tendering work for the Ownership Tender.

Starting today until December 28, 2002 is the period for the bidders to submit their Pre-qualification and Call for Expression of Interest Documents. At the same time, we will begin the preparation work for the evaluation along with the organization of the Evaluation Committee comprising of experts from various fields by the Tender Representative Organization. This committee will carry out the evaluation of the submitted application document. After the evaluation, candidates will be selected to enter the second stage of the Tender in January 2003. We are extending our gratitude to the firms who took part in this tender and hope to be able to qualify for the next stage.

"2008 Beijing Olympic Sports Venues and Related Facilities Ownership Tender Project Pre-qualification and Call for Expression of Interest Documents" will be carried out to move into the second stage. We commit to exert more efforts to learn and draw lessons from the experience of previous host countries. A continuous effort to develop new mechanisms and systems to pass international laws and regulations and to meet international practices will be adhered. The completion of this 2008 Olympic Sports Venues Ownership Tender Project will provide for the operational model to be used for future major infrastructure projects in the market.
